The effect is fixed: it does not change as you upgrade the substats, and it is identical on every copy of this title.
Who should equip this
Resonance Effects scale on Amplitude, not on CRIT, and this turns Amplitude Coefficient above 50% into up to 125% Amplitude Multiplier. His Passive makes every Fulmen Resonance Effect hit two extra times, so each point compounds three ways.
Pure Amplitude scaling with no stack upkeep, which is the safer pick if the charge attack sequence gets interrupted often enough that Weave Dance falls off before the Ultimate.
