Silver Palace has revealed the official character title page for Cynthia II, listing her class as Luna's Scion and badging her to Royalty and Aristocracy. Her tagline reads: The Goldbud.

Who is Cynthia II?
"May I ask your wages, Detective? I'd quite like to pay them for you, if you'd just stay with me and play!"
The flavor text introduces her as a set of small contradictions rather than a list of credentials:
The Goldbud, and the shining new moon of House Luna.
An innocent young aristocrat with a perceptiveness that comes naturally for nobility.
Hates mice but loves cats. Hates ballet lessons but loves showing off ballet skills.
Cries easily, but is always trying to hold back her tears. Though a great admirer of her cousin, the Queen, she is also somebody's focus of admiration.
What the title page tells us
"The shining new moon of House Luna" is the line carrying the kit. Her Ultimate is Crescent Compassion. Her first psyche is Rising Crescent, and four more are To the Moonlit Court, The Captured Moon, Lone Lunar Shadow and Moon Freed From Mortal Dust. Five of six psyches and the Ultimate all reach for the same image, and the card puts a lit crescent directly behind her head. House Luna is not decoration on this character. It is the design brief.
"Loves cats" reads as a personality note until you open the kit. Her Basic Attack is Plushie Vassals, her Tactical Assault is Cakeball's Present, and her Passive is Toast's Lament, in which a plushie called Sir Toast takes a hit in her place once every 10s. The card draws him: bottom right, a toast slice with cat ears and a red scarf, slumped in a cardboard box with a sweat drop, resting off the sacrifice the passive describes. The toys in that frame are the kit.
Elementa's art stages a nursery as a throne room. Cynthia stands mid-step in blonde ringlets, yellow-green eyes, a dark bat-wing ribbon and a gold star pin in her hair, an off-shoulder white blouse under a brown scalloped overdress hung with red bows and gold star charms, one white glove and one black glove lifting the lid off a large round case stamped with a gold star. Behind her a giant cat plushie sits enthroned in a gilded rococo frame under a shaft of light, with a toy castle on a shelf, a wall clock, and confetti falling across the whole card. Note what is absent: the Kitty Knights boomerang slingshot she actually fights with never appears. The toys get the frame and the weapon stays out of it.
The ballet line gets the same treatment. She is on a red and cream diamond checkerboard that reads as a dance floor, in cream ballet-strap shoes and ruffled ankle socks, caught mid-step with her weight on one foot. "Hates ballet lessons but loves showing off ballet skills" is nowhere in the art as text, and the art shows it anyway.
The badge is worth reading twice. Cynthia II is filed under Royalty and Aristocracy, the same badge Red Rose carries, rather than under House Luna specifically. That matches what the Silvernia royal family tree already records: she is a cousin of Queen Feliana, which puts House Luna inside the extended royal family rather than merely beside it. The title page confirms the relation in Elementa's own words with its reference to "her cousin, the Queen." Her Combat Style and Identity sit in the character identity roster.
Cynthia II's background
In the Dichotomy beta story Cynthia is both the Detective's landlady and his client. She is highborn enough that Superintendent Rex bows to her, sheltered enough that she has never spoken to a commoner, and chaperoned everywhere by her governess Moira. Her case opens as a search for three missing cats and turns into something heavier: a werewolf family framed for the theft, and Baron Barton's collapsing Crescent Guild behind it. Over that night she learns that Moira's distrust of commoners and a werewolf girl's hatred of nobles are both wrong, and she spends a month's allowance on stabilizers for the girl she rescues. The quote on the title page is the end of that case compressed into one line. Cynthia turns out to own the whole of Morgue Street through a trustee, since she is not yet of age, and she waives the Detective's rent forever on one condition: that he always makes time to play with her. "May I ask your wages, Detective? I'd quite like to pay them for you" is not a child bragging about an allowance. It is the deal she actually offers, and she can afford it. Cynthia is a support who never touches a health bar. Her value sits on the enemy side of the fight: Sweetness Overload raises the damage targets take, her Ultimate drags a crowd into one spot, and her psyches hand out team ATK and team damage bonuses on top. Testers in the first closed beta read the Witness label as a healer tag and found no healing in the kit at all.

Plushie Vassals (Basic Attack)
Press the Basic Attack button for a combo of up to 3 hits dealing Alba DMG. After a Perfect Dodge, pressing Basic Attack executes a jump attack that interrupts any target affected by Sweetness Overload and deals additional Alba DMG.
Charged Attack: Hold the Basic Attack button for a rolling dash attack that deals Alba DMG and raises the buildup rate of Sweetness. Releasing the button while dashing triggers the same jump attack, again interrupting targets under Sweetness Overload for additional Alba DMG.
Pursuit Attack: While dashing, press the Basic Attack button for a Pursuit Attack dealing Alba DMG.
Sweet Slingshot (Skill)
Hold the Skill button to spend Sweetness and throw a sweetie bomb, dealing Alba DMG. The charge level decides the payload. Lv. 1 lands as a small area hit. Lv. 2 deals continuous Alba DMG across a larger area and applies Sweetness Overload, which makes affected targets take 10% more damage for 40s. Sweetness caps at 100 and builds at 6 per second, so the gate on the bigger version is time rather than execution.
Crescent Compassion (Ultimate)
At full charge, press the Ultimate button to throw a crescent boomerang onto the field along with her kitty knights. The boomerang spins in place, pulls enemies in and deals Alba DMG, and it remains out even after Cynthia leaves the field.
Cakeball's Present (Tactical Assault)
Switch in the selected character while holding sufficient Reactor Energy to deal Alba DMG.
Toast's Lament (Passive)
Whenever Cynthia is about to take damage, Sir Toast the Knight takes the hit in her stead, then rests before he can do it again. The effect activates once every 10s.

Four of the six push value onto everyone else: more damage taken under Sweetness Overload, 20% team ATK after the Ultimate, 15% team All-Attribute DMG after the Tactical Assault, and an Ultimate that runs longer while reapplying the debuff. The other two sharpen her own Ultimate and make her Charged Attacks safe to hold. None of it is locked to Alba, which is why she slots behind a carry of any element.
